中华人民共和国第一部宪法
1954年9月，第一届全国人民代表大会在狂热的掌声里，全票通过了新中国第一部宪法。条文上清清楚楚写着一切权力属于人民，公民有言论、出版、集会、结社的自由。但大家心里全明白，党管着军队、法院和报纸，宪法里写的这些漂亮话，谁要是真当了真，离进劳改营也就不远了。

Convened in September 1954 with 1,226 deputies, the First NPC replaced the 1949 Common Program with a Soviet-modeled state constitution, establishing the State Council, the National Defense Council, and the formal state apparatus of the People's Republic.

性质
这部宪法是一出精心编排的法律戏剧。它抄了苏联1936年宪法的皮毛，把民主的调子唱得极高，但骨子里根本没有分权与制衡。宪法不是用来管住权力的缰绳，而是用来给权力加盖合法的公章。连这部宪法的主席后来在文革中拿着它保护自己时，都成了一个荒诞的黑色幽默。
